The only limiting factor is certain mob types can only be found with certain equipment like gunners are a very reliable way to find combat armor hunting rifles and military fatigues. Here are the effects I kept getting in each location: These locations include the abandoned house, wind farm maintenance near Acadia, and one of my settlements that was under attack. Not only did almost every effect repeat multiple times, but in each of the 3 location, the same effects kept showing up. I know people say it could be bad luck, but I've carefully documented every legendary effect to see if any effects repeat. Is it bad luck or is there something else going on? Past the terminal on the right side is a novice level locked door. The remote door option does not actually do anything. If you can get into the terminal, you can turn off the turrets in the area. In all locations, I was able to get almost every legendary effect except the two shot effect. There is also an expert level terminal here. Has anyone figured out how the randomized system of legendary item effects works? I've loot locked the gauss rifles in 3 different locations and have been trying to, of course, get the two shot effect.
